Full Journal pdf2017-02-22 Senate Journal Page 0322 HJR 5 CS FOR HOUSE JOINT RESOLUTION NO. 5(AET) Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil and gas development; urging the United States Department of the Interior to recognize the private property rights of owners of land in and adjacent to the Arctic National Wildlife Refuge; relating to oil and gas exploration, development, production, and royalties; and relating to renewable and alternative energy technologies, was read the second time. Senator Giessel, Chair, moved and asked unanimous consent for the adoption of the Special Committee on the Arctic Senate Committee Substitute offered on page 303. Senator Gardner objected, then withdrew her objection. There being no further objection, SENATE CS FOR CS FOR HOUSE JOINT RESOLUTION NO. 5(ARC) Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil and gas development; relating to oil and gas exploration, development, production, and royalties; and relating to renewable and alternative energy technologies, was adopted. Senator Micciche moved and asked unanimous consent that the resolution be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. SENATE CS FOR CS FOR HOUSE JOINT RESOLUTION NO. 5(ARC) was read the third time. Senators Costello, Dunleavy, Stedman, Giessel, MacKinnon, Hoffman, Bishop, von Imhof, Stevens, Micciche, Hughes, Egan, Olson, Coghill, Meyer, Wilson, Kelly moved and asked unanimous consent to be shown as cross sponsors on the resolution.
